Availability of RecordsThe City Clerk is the City’s official Custodian of Records and preserves and maintains in protective custody all documents certifying City Council actions.  These records go back to the date of the City’s incorporation on February 17, 1909.  All the original minutes of every City Council meeting, every City Resolution (policy) and every City Ordinance (law) ever adopted by the City of Huntington Beach are maintained by the City Clerk in a temperature-controlled vault.   Also in the City Clerk’s custody are deeds, agreements, annexation records and many other vital City records.

Municipal Code and Zoning & Subdivision CodeThe City Clerk’s Office codifies the ordinances adopted by Council into the Municipal Code and Zoning & Subdivision Code for easy access by the public and city staff.   If you need information as varied as parking regulations, how many dogs, cats, geese or miniature pigs you can have or how high you may build your fence you’ll find the answer in the Municipal Code or the Zoning & Subdivision Code.

Elections – Voter Registration – Campaign & Economic Disclosure StatementsThe City Clerk’s Office conducts all municipal elections, processes candidates for elective office, and informs the public of election matters.  Citizens may obtain voter registration forms at the City Clerk’s Office.  The City Clerk is the Filing Officer for election campaign reports and Statements of Economic Interests for designated employees and certain appointed officials.  The economic and campaign reports are public records and available for public review.

The City Council Members are elected officers identified in Government Code Section 87200 and file statements of economic interests with the City Clerk's office. Copies of the statements of economic interests filed by the above elected officers may be obtained by visiting the offices of the Fair Political Practices Commission (FPPC) or the City Clerk. The physical address of the FPPC is 428 J Street, Suite 620, Sacramento, California 95814. The physical address of the City Clerk's office is City Hall, 2nd Floor, 2000 Main Street, Huntington Beach, California 92648. The statements of economic interests for some state and local government agency elected officers may be available in electronic format on the FPPC's website at http://www.fppc.ca.gov/.

Passport Acceptance FacilityThe City Clerk’s Office is designated by the U.S. Department of State, Bureau of Consular Affairs as an authorized Passport Acceptance Facility at which citizens can obtain passport services from courteous and efficient clerks.
